Can't possibly do that - you have to make sure that even if it's risking her life, a woman carries her potentially unhealthy and/or unwanted child to term. If the kid becomes a real blight on society later on down the line, well then we can kill it. But definitely not until it's out of the womb!
In fact, let's get them using their citizenship sooner. Let's drop the voting, drinking, marriage, etc. age. Here's my new motto - a gun for every fetus. No more of this sissy sitting around for 18 years, let's see some drunk babies on the front lines!
